Hesitation

My truck is a 97 ECLB dually. 454/4L80E and at slow speeds like moving around the yard or in a parking lot at the store and just above 1,000 rpm the engine surges up to 1,400 or so then back down. What's causing this? The truck has the common hot start issues and I'm gathering the parts to fix that, is this surge related or another issue?

Id wait to throw more money at it until the injectors are changed. Just look for anything thay might be of concern while you have it torn apart.
