So, would I little 3 gallon tank be OK? Just for a set and forget type setup? And a small compressor to keep the tank full, and a regulator to keep the bags at "a set height"

For something like that, a small tank and compressor could work well with some 1/4" paddle valves the more I think about it. 1/4" line is slow but wouldn't matter for you, and its easier to run.
