Sincere thanks for coming back and reporting what the root cause was!
Doing this will certainly help others who are trying to figure out how
can you possibly get power on a circuit when you aren't supposed to. (!)

An electrically conductive foreign object introduced into the fuse block during
prior maintenance. This shows that just about anything is possible, and
nothing can be eliminated from the 'possibility list' during initial troubleshooting.

Good find! I was commenting on a Facebook thread the other day that I've diagnosed more problems by looking carefully around what I'm troubleshooting. If you look in a 6" radius of whatever you're testing, you can often see something else wrong that you wouldn't expect causing the issue.
