spacer on a Vortec questions

I did some searching but was unable to get any real answers. I have a 97 GMC with a 305 and I was thinking about a spacer. Do they make a difference on this engine at all? HP gains, fuel mileage those are the two things I'm really looking at. Any help would be great.

97 steering gear box??

I have a stock 97 GMC and i was wondering if I could put a 454SS gear box in it for a quicker ratio? I figured it would blot right up?? Is the pitman, idler, drag link, all that the same? Thanks in advance!!

Turn off DRL's

I have a 97 and I want to turn off the DRL's because I'm going to run Silverstar bulbs. I pulled the fuse inside on the side of the dash that says DRL/FOG and they still work. ??????? What am I missing? I thought I did this on my 98 and they went out. Can someone tell me what I'm doing wrong...
