Used bumper, rusty on inside....do anything to it?

Hey guys, not only am I installing a new grill I got a used "new" bumper too. It is rusty on the inside part, is there anything I need to do to that? Should I wire brush it or sand it or spray some of that paint on it that stops the rust?

I painted mine with POR15 before I put it back on. You don't need to but I'm sure it helps somehow

There is a local place that carries it here, so check your local auto part places. But online might be cheaper
