Shock bolt broke how do I get it out

So, I'm in the process of putting my lowering springs on and the head of one of the bolts for the shock broke and now the bolt is stuck in there. I've tried everything. I don't have a welder atm, so I'm not able to weld a head on it and get it out. Any ideas?

Gonna assume he means the shock bolts on the lower control arm since they tend to be a sore spot. My method of avoiding this is spraying plenty of penetrant on them through the spring before ever attempting to remove.

Go ahead and cut the bolt head off with a cutoff wheel, just be sure you leave the other bolt installed tight so that the shock won't jump down and nail you once you have the bad one's head cut.
