Right side headlights wont turn on

What are all the possibilities could this be. It is both the highs and lows on the right side only. I have HIDs and they are on different ballast. Checked the bulbs already there good. What other possibilities is there?

Have you tried switching the ballasts from side-to-side to see if the problem follows the ballasts?

My first guess is that you need a relay harness. After you turn your lights on and the one HID warms up, turn them off and on again a few times and see if the passenger side comes on.
