Removing Dually rear fenders/extensions

So are those studs mounted in there? Trying to figure out how I should get a wrench on to the back of them... Or what I'm really afraid of is that they're not supposed to be free spinning and I broke one loose. That's why I stopped and figured I should ask the question before I broke more

Thats my fear when I consider removing mine lol

Yeah, they're not supposed to spin, keep a pair of needle nose handy when you're removing them. Dab some epoxy on em when you're going back together.
