Pump just need's a relays to 12v when ignition is on to run, nothing else.

Coil need's 12v IGN on to fire.

Starter need's a relay to 12v when cranking, that's all you need to run a HEI/Carb'd truck.

Any of the universal "street rod" harnesses will work for you.

You may need to wire a switch to lock up the converter if I remember correctly. I am a scratch and dent guy so not sure about all things mechanical

If he want's lock up to work, although if it's carb'd now, it's either already dealt with, or he isn't missing it.

There's no harm, other than mileage, in not locking a 700 up.
