Installing front impact strips-HELP

I just got the impact strips for the front bumper of my 95 from LMC. each one came with a small (approx. 2") grade 8 looking cylinder, and 3 of those star washers. no instructions on what those are used for. also, i know the strips are meant to be put on once, but i cant seem to get the plastic through the bumper. i would use a mallet but i'd rather not break the strip. I need some type of instruction as to how they are put on, and what the cylinder and star washers are for....

So are you trying to put the impact strips on a w/t smoothie diesel bumper that never had any from the factory?

Pics of the bumper & strips would be helpful as the bumpers that take the impact strips have little notches in them. Without those it'd be hard to tell whats going on.
