I was looking at some of the parts needed and a lock plus 2 shocks are about $62

That's not too bad, but if the total cost of restoring it goes over $100, I would seriously consider just buying a new box. That box doesn't look like its a very high end box to begin with. Now if it was a WeatherGuard box or other high end box....that would be a different story.

Save for the exhaust. I have full 3" and a Thrush Welded and it sounds awesome. Have you looked into just getting a different muffler?

Yes, but it wouldn't be dumped. Plus I wanted it 45d out the back. www.truckexhaustkits.com makes a cheap one in the configuration I want.
