Can't say I've seen anything like that before.
A little more information will be needed.

Thats the Rear Heat and cooler lines on my K1500 Suburban.

There attachment brackets up along the frame rail out of sight higher up. You get more and better answers if you start with, Year, make, model, eng. Things change between years. So without year , I don't wanna guess.

I don't have a suburban and am guessing the OP has a 1994 judging by previous posts.

Looks like some straps may be missing or broken in your pics, when comparing to these here parts diagrams.

Those straps might be discontinued so maybe the OP is going to need to get creative.

Seems as though those in the diagrams above have rubber or plastic covering the straps, to keep them from damaging the lines. Maybe the images above will help locate where those original straps attached.

Not saying these below would work, just food for thought.

These might have been some of the GM part numbers (for a 1994) if you wanted to google around for them.
