95 Z71 Shifting troubles

We just got a new to us 95 Z71 ext cab SB with 5.7. truck runs great drives great but it will not shift unless you get it up to speed and let off the gas some. transmission is a 4L60E ? i believe. the guy we got it off of say it needs a new ECM to fix the problem. but I'm thinking it is a input to the computer problem like the the O2 sensors it only has one hooked up right now and no cat. could that be part of the problem or am I all wrong? gas mileage it bad also.

Is it all gears or just between 3/4, or all gears?

Could be something as simple as a throttle position sensor... But it also could be worn clutches in your transmission. How does the transmission fluid look/smell?
