4wd still not working

checked the actuator and it is working perfectly (supposed to be new) and the front driveshaft is turning. found an old post once saying that some of the actuators came with a factory spacer. is this true or just B.S.? can't find anything else about this spacer. also wondering if there is anything i should look for internally that might keep the diff from locking in. checked the plunger in the diff and it does move without binding. any and all help would be greatly appreciated.

ok a little update ... took the actuator out and tried to manually push in the plunger in the frot diff. only went in about 1/8 of an inch. tried turning the wheels and the driveshaft by hand while holding the plunger in, the front driver side axle tried to turn but only made a grinding sound from the diff. no movement from the passenger side axle, also looked to be a 1/4 inch space between the axle and diff were they join. the front driveshaft does turn when put in 4WD. HELP! any advice or ideas would be awesome.
