Truck is a 1992 blazer with the 4L60/700R4. Engine is being replaced with a carb fed 383. I know I'll eat crow on this because I've been vocal in the past about carb swaps being a downgrade, but with the engine being so far from stock keeping the TBI just wasn't cost effective. I'm trying to avoid having to flip a switch every time I get up to speed for the lockup and I've read something about putting 12v to a wire because the tc simply won't lockup in 1st so the stalling issue doesn't apply here. Is that true, or is it for a different transmission, or am I just completely confused on this?

I believe you can just leave it be, unless the '92 has something funky I don't know about. My computer still locked up the torque converter clutch on my '89 when I ditched the TBI for my Sniper.
