Well lets see. You are mission the back plate of new cluster. Your 89 cluster uses an internal DRAC and the new cluster uses and External DRAC. The new cluster uses a different connector.

There's nothing missing off that cluster. That's how the 92-94 clusters look..

The write-up for swapping a 92-94 cluster into an 88-91 is out there complete with pics, it's been around forever so hopefully all the image links and stuff are still good. Just takes a little hunting.

There's a ten-year-old-thread on fullsizechevy.com from a Texas A&M guy that tells you everything but Ithink it's a pain in the ass. Lots of soldering and what-not.

Your best bet is to find an early '91 cluster. The back looks just like an 88-90 cluster but the front looks like a 92-94 cluster. They are plug-and-play with the exception of running a wire to the distributor for the tach.

The 1991 needle cluster is drop-in only on another 1991 model. For 1988-1990 you have to move 3 wires around in the harness connector for it to behave correctly. This also applies to even the 1991 moonie cluster just as a replacement in a 1988-1990 for any reason...you have to move some wires. No big deal. The much harder part is finding a needle 1991 cluster..
