Not to bring up a thread that is too old but my 95 and 99 have similar issues and I'm hoping I can fix it. I have good total pressure and cold temps.
When I am cycling through my modes it works correctly on floor, floor and upper, and defrost however when its just directed through the upper vents (not defrost) it bleeds out the floor and the defrost which causes the pressure to be less than ideal in these AZ summers. I have a new mode actuator, the linkage is correct and I can physically see the door rotating into the different positions in order redirect air to appropriate selected mode. If I manually put pressure on the linkage i can see the gaps close around the door and i get the pressure i need because it seals off the floor and defrost vents. Are these gaps that allow air to bleed into the floor and defrost vents caused by the foam getting pressed down and becoming flat over time? Does anyone else have this issue?
