Positive Ground

I am getting a positive current sent to the engine block for some reason. I have a 12v light tester connected to the negative terminal on the battery and when I touch the engine block my tester light lights up. And as soon as I try to start the truck, all inside power cuts out.

I have a 1990 c1500 sclb with the 4.3/NV3500 I pulled the engine to put new gaskets on and then dropped the engine back in. No wires were pinched and all wires are put back to where they belong. Traced the wire giving me the problem. Its the wire that comes from the junction block and goes...
