What is this?

Recently I replaced my throttle cable and noticed this box under the dash. It has a little arm attached to it that looks like it should attach to something else. I was looking at that after replacing the throttle cable and now there is a clicking/ticking sound coming from somewhere in this area. It sounds similar to drag on a fishing reel.

So first, what is this? Is the arm supposed to be attached to something? Could this be causing the clicking sound?

Yup, you should feel more air in the higher fan settings once you get it attached.
