It's the mafia style government we've been letting get too big for too long. They'd have no problem if they got their cut. A few papers to sign, write a check, bam you're a dealer.

Of course that opens the door to more mafia involvement. "We're gonna need that sales tax money you owe us."

Exactly to get a dealers lisence is more trouble than its worth have to have a store front thats open 8 hours a day a repair facility and bunches of other stuff.
