nope the clear ones with a regular bulb you cannot see from very far away in broad daylight. unless he is talking about the apc altezzas with a red insert, but the white clear ones that were hot in the early 2000's were a safety concern big time.

Since there's no such thing as a "regular" bulb that you would use in those, I will somewhat agree. The red-painted bulbs weren't hardly worth a damn, and red LED bulb replacements were pretty lacking in brightness back then.

Today you can get ridiculously bright red LED replacements to use in those clear tails.
