if an attempt to put on an oil pan failed, and the rtv sealant was already put on the gasket and the oil pan, do you have to take off all the dried rtv sealant before your next attempt with that same gasket, and if so, what is the best way to take dried rtv sealant off a rubber gasket?

There really isn't a best way. You're supposed to discard the gasket and get a new one, as it's difficult enough to separate dried RTV from metal, much less rubber. Most solvents will destroy both the gasket and RTV, making you out the money for both solvent and the gasket. My advice would be to get a new gasket, RTV, and try again.

Question: why is RTV on the pan? For a one piece rubber SBC pan gasket, the only sealant should be in the area where the timing cover and block meet, and where the rear main cap and block meet.
