Passenger seat question

Theres a black plastic cover over the hook portion of mine

Reviving an old thread, yeah I know. I was looking for other info and noticed that this had never been answered. That "hook" pulls the seat belt receptacle forward with the seat and does so to prevent the receptacle from getting stuck behind the seat when you push it back to the upright and rear position.
