Lower Rear, Drop Shackles or Remove Blocks?

I'm wanting to level without cranking the t-bars. Can the factory rear blocks be removed completely or are drop shackles needed?

88-98 trucks don't have factory rear blocks. So....if it has blocks someone put them in, yes you can remove them and install new shorter ubolts.
