Low RPM Acceleration issue

Just looking for some input, after reading a lot seems like a timing issue of some sort, but at the same time not.

basic info: 350 TBI 2wd

starts great everytime, doesn't tick or knock, runs great at idle, same when you goose it, even better at WOT but if you drive it like an old lady it starts sort of surging, but it's like a drop or almost complete loss of power for about a second, then it tries to pick up, then drops again, etc, unless you push the pedal and rpm up to about 3k.

it also stalled on me today trying to get out of a slushy driveway, not sure if it's related.

I would probably star with testing the throttle position sensor. It could also bee your O2 sensors.
