HVAC staying on after ignition is off

Having an issue with my 1998 Z71. If I have the AC on and go to turn off the ignition the blower remains on.

I can turn it off but it continues pulling power and after some time drains the battery.

I brought to my mechanic, he checked the relay, resistor, and Hvac module, all seem fine. He says he thinks the wires going from module are burnt up and are what is causing power to continue to be pulled. Does that sound likely?

He’s waiting on a new wire harness to come in, but it’s been a couple weeks and I’m getting anxious. Any thoughts or ideas are appreciated. I

Yah, a wiring diagram is your friend here. Figure out how the factory intended the HVAC system to be fed power and then trace down what you've got to see where it differs. I'd suspect the ignition switch or some weird wiring which bypassed factory stuff somewhere.
