California-legal engine upgrades while I install my remanufactured engine?

99 Tahoe with the 5.7L. Current engine has tons of leaks and damaged heads, so I just went for a full remanufactured engine to replace it. I flirted with various 383 strokers or different upgrades from the remanufacture facility but decided to just get full stock. However, while I'm waiting for the engine to ship and arrive, I am again wondering about easy upgrades I could do now before I install the engine. Cam, lifters? I'm in CA and have annual emissions tests, and I don't want to play the game of "will I pass?" every year or needing to play with tuning to make sure I pass. I want to pass all day long.

I tried searching but didn't find any threads devoted to this topic. So - any CA-legal upgrades I could throw into the VORTEC to boost HP and/or TQ?
