Brake Pedal Input to ABS

Hi All,

I have a '97 C1500 with the Kelsey Hayes 310 ABS. Im trying to figure out how the brake pedal inpout works. I have 12 volts on the brake pedal input wire all the time, no matter if the pedal is pressed or not.

Can anyone confirm if the ABS is supposed to reciueve 12v from the pedal, when it is pressed? or when it is released?
