Braided ground strap hanging loose?

Trying to find where this ground strap would go on a 1998 7.4l. It is under the back of the passenger side of the engine. Thanks in advance.

Is the other end connected to the frame? Looks like it is. There is a stud on the firewall near the dryer/receiver. A ground strap usually connects there.

Passenger cylinder head -> firewall stud -> frame. There should be two in that sequence.

Ground strap on the left bolts to firewall just under heater hoses and the strap on right goes to bolt on back side of passenger side cylinder head.

Yep. One goes from the frame to a threaded stud on the firewall and anonther one goes from that stud to the back of the passenger side head.
That firewall stud is pretty wimpy so it is not unusual for it to be stripped or broken off.
If it is, just find a place to drill a hole through the firewall and clean some paint off to make sure you have a good clean ground and then through bolt it.
Goo it up with some dielectric grease afterward.
