Bedliner trapped moisture which i believe led to my rust issues

He had previously poorly repaired rust. More covered up than repaired. So the bedliner did nothing but hold moisture that got in.

Plan is to get the rest of the bedliner off with an eraser wheel then plastidip it till it gets warm enough to paint it.
