'99 Suburban, no brake lights. Missing relay and fuse in fusebox??

I was pulling my trailer to cut some firewood last friday and noticed that at some point in the trip my brake lights had gone out. All other lights work.

I popped the fuse cover under the hood thinking that a popped fuse would be likely. Under the cover I can see the spots that are marked for stop relay and stop fuse but they are EMPTY!

Is there an alternate fuse/relay location on a '99?

I have discovered that 99 suburbans (maybe 98 too?) Do not use this relay and fuse location. The fuse is in the dash fuse panel.
