700R4's Not Shifting

I decided to trade my 240sx for a truck and this kid offered me a nice 92 ext cab but he said the old trans wouldnt shift from 2nd (it didnt hit neutral it just wouldnt shift) and the one in it has periods where it wont shift into 3rd and will free rev.

Anyone know why the current trans may periodically not shift? tv cable maybe?
and the other trans not shifting out of 2nd could the governor right?

When my last trans went it would free rev briefly then bang into gear between shifts. I believe they said on clutch pack was shot, after a while I lost 2nd and OD and had it fully rebuilt.

Thanks for the info, i got offered a 93 shortbox that seems like a better deal
