1998 k1500 4wd not working.

Hey guys. I'm new to gmt400 so any tips would be great. Alright anyways, I've got a 1998 k1500 with and eltronic 4wd shift. The truck is currently stuck in 2wd and I can't find the issue

Well I tried replacing the actuator but I still got nowhere. I tested the actuator for fire and it was hot. Next I tested the transfer case encoder motor wire. No fire there nor was there fire to the 4wd indicator switch wire on the tranny.
