1989 Suburban Won’t Shift to 3rd

Hi All. New to this site but have been building cars for a bit now. I picked up a 89 Suburban a few weeks ago. It was running and shifting fine until yesterday. Now won’t upshift to 3rd. This is a TH400.

I changed the modulator. Still sticking.

I went to change the governor and I can’t pull it out the tranny. I pulled 2 from Junkyard vehicles with no problem. Has anyone ever had this happen?

Big channel locks. Pop the lock ring out, and use the channel locks to twist the cover back and forth until it comes out.

Thanks! It seems that my issue isn’t the tranny, but got it out. Feels like I’m overreving and loss of power.
