front diff not engaging

So the 4 wheel drive hasn't worked on my 92 since I've owned it. I have checked everything from the t-case switch to the actuator including the wiring. The front drive shaft turns and the actuator works perfectly. So i've kinda narrowed it down to something internal as the pass. Side axle also...

4wd still not working

checked the actuator and it is working perfectly (supposed to be new) and the front driveshaft is turning. found an old post once saying that some of the actuators came with a factory spacer. is this true or just B.S.? can't find anything else about this spacer. also wondering if there is...
