Truck seems doggy

My 98 2500 ECSB feels like it's being strangled when I ask for more power on takeoff. I recently upgraded the ignition and replaced the 2 rear o2 sensors. It did make a bit of difference but when I'm on the throttle, it just seems doggy/flat and in my opinion sounds and acts like the exhaust...

Finally posting some pics.....

Not the best pics. Taken with my phone, but wanted to show you guys/gals. She's originally from Georgia. No rust. Just needs some TLC! Soooo....what should I do with her? Been shopping for some black wheels, but not sure what to go with. Something not overly expensive.

WTF!?

So I had my dual exhaust put on yesterday. Dual Thrush Welded, with exit in front of passenger side tire. With the 3 inch body lift it has, the friggin pipes are about 6 inches lower than the body. Looks like **** IMO. Sounds good, but I hate how it looks. If I was there when the guy did...
