Hesitation

My truck is a 97 ECLB dually. 454/4L80E and at slow speeds like moving around the yard or in a parking lot at the store and just above 1,000 rpm the engine surges up to 1,400 or so then back down. What's causing this? The truck has the common hot start issues and I'm gathering the parts to fix...

Goodevening guys I'm new to the forum and just bought a 97 extended cab dually. 454/4L80E 4x4 with 86,000 miles. It's stock as far as I can tell but I'd like to install a leveling kit and 285/75/16 tires. What are yalls thoughts on spacers? I've found steel spacers w/ grade 10 studs. Or would it...
