Where would I get the chip burned? Also would I be able to grab a chip out of a junk yard truck that had a vortec?

Find a tuning company that does TBI PROM chips and have them burn one for your setup. Vortec engine ECM's do not use "chips" for tuning, so you could not get something like that from the junkyard.
