May be interested in this truck for trailer towing purposes in Oregon. I see the air pump tubes/rails on the big block. I never did it but is there a way to remove all the garbage and be ok with just capping off the rail connections at the exhaust manifolds? Or best to get new manifolds? Besides air pump/components removal and a different length belt, is there other steps to be taken and would I need to add an idler for belt routing?

You could check the parts book for models without air pump. Different belt or idler pulley adapter installed in place. Similar to models that had no AC had idler pulley installed.
Or was it 48 state requirement , the figure work around at how much work or complex. That's what I'd start with. Good luck.
