Mysterious wires and engine grounds

Seems like they just used the same wiring harness for multiple engine configurations. Like my old Saturn that didn't have cruise control but had all the wiring connectors present and ready for servos etc to be plugged in. I am not too worried about that particular wire now, then. Thanks guys.

A couple years ago , I found a ground strap dangling by my heater hose. I found a good location to mount it on the head.... Between #6 & # 8 . A little bolt hole is there.
