dash lights went out on my 99 tahoe please help

so i was driving my tahoe to the beach and i was riding low and i hit alittle hump in the road and all of a sudden my dash lights and ac control lights went out.i heard a pop like a fuse but i checked everything and there was nothing blown.i think this happend before but i cant remember what i did to fix it or what the problem was.has anyone had this problem with there obs tahoe or truck?please help

that runs off fuse #4, "gauges" 10 amp red

If its not popped, check for voltage with a test light/multimeter on the top pin of #4 at the fusebox.

Also check the cigarette lighter fuse.
