Another tail light problem thread

Sorry to start a whole new thread asking about taillight issues, but can't find a solution in the previous ones. My BIL's 95 c1500 has issues. We bought it knowing the signal/hazard switch was busted, and was supposedly causing the taillight a bit to work. Today we replaced the signal switch assembly. Then redid the dry rotted trailer harness and ground. Still not working. Here are symptoms.

Left signal works normally but is extremely dim with park lights off.
Left signal hyper flashes with park lights on.
Right signal doesn't work at all
Reverse lights don't work
Park and brake lights do not work
Third brake light works Normally as do all front lights.
With hazard flashers on, left light flashes extremely slow.

Bulbs and all fuses are good.

Ground bad? Bad circuit boards in the lights?

I'd check the circuit boards, they seem to go out pretty often on these trucks and cause all kinds of weird light combinations when they do.

Replaced circuit boards. No dice. Signal lights flash faster when brake pedal is depressed. The only time the rear bulbs work is the left blinker. Nothing else works
