97 K1500 No Power to Fuel Relay

My 97 will turn over, but it will not start, I took a test light to the fuel pump plug on the frame and got no power when the key is in the on position, or when the truck is cranking. So I pulled out the fuel pump relay and took a test light to the terminals for the relay on the distribution block, and still have no power when cranking or when the key is on. I'm stumped. Any ideas?

If you have no power to pin 30 then there is no power supplying the constant hot on the relay. You only have switched power. Is the fuel pump fuse good and showing power on both sides of the fuse?
