31'' tire questions need help

there is a few threds on here about using 31x10.5 15 on a 15x8 rim but i would like to know what offset would give me about 2 inch of tire passed the fenders and what cheap good brands of mud tires are out there,

okay so i have a 95 k1500 reg cab long box i would like to put 31'' mud tires on it and have about 2inch of tire past the fenders i would perfer a 15 inch rim so the question i have will this work? and what offset of rim will i need to get my tires out that far? oh and what would be the cheapest...
