Want to do a mild 350 rebuild any advice?

My engine decided to die so now I would like to do a mild 350 tbi rebuild. Im looking for some where around 300 horse maybe 350ftp of torque. I'm looking to get around 20mpg on the highway. My budget is around 2,000 so any advice or help would be great. Im thinking I want vortec heads for sure...

acceleration problem

It only happens if i accelerate from a stop but if i get on it a little from a stop the engine cuts out or stutters a little and than fires up again and i keep on driving its really weird. It doesn't happen if im going like 55 and i floor it though so i don't really know what the problem is. It...
