98 to ls swap fuel pump issue

I got my 98 silverado swapped with a lq9 that i built, and its running great. I followed Brendan step by step on lt1swap to strip both the ls & obs harness and then merge them. Using the obs fuse block and made my own stand alone relay/fuse block to power the LS harness. Mind you this method kept the fuel pump circuit through the obs fuse block and then plugged the fuel pump relay control wire from obs fuse block to the 411pcm pin red9.
Now my issue is that the truck will still run without the fuel pump relay in.
If i pull the relay, the pump will NOT cycle for 3 seconds when key on. But once you start cranking the fuel pump turns on and truck starts and continues to run.
Im lost because in my mind I thought the pump should never come on when the relay is pulled.
Anyone have thoughts on this??

Watch his video where he does the harness thinning. There's a part where he talks about how the oil pressure switch is like a backup to the PCM signal. If there is oil pressure it will turn on the fuel pump. You can probably remove that wire.
