Max setting triggers the recirculation door, which is up behind the blower motor. That is your problem actuator.

Found this video. Seems to be pretty good info, saw in the comments about cutting a slot for the one "trouble" screw, and start the screw before putting it back in.
Adding it to my list of stuff to take care of.
