To do it right, you'll end up pulling the windshield, grinding out the rust, filling the low spots and repainting the better part of the whole roof. It's repairable, but you should get on it sooner than later.

^ This. ^ I just had the same repair performed on one of my trucks that spent the last 7 yrs of it's life in San Antonio, I was shocked to find it.

Got the new windshield in a hour ago, looks good to me.
Tomorrow I'll do the wet sanding with 1500, 2000, 3000, 5000, then consider it done until I remove the roof racks, paint, buff the roof top, and reinstall.
Glad I got this out of the way, appreciate the suggestion, and comments.
