Truck failed inspection because cat too close to floor. Cheap fix?

O2 sensors are not intended to be installed on the bottom side of the pipe. They get contaminated with moisture when the exhaust system cools off. They're always installed into the upper half of the exhaust pipe.

That cat is ABSOLUTELY installed wrong.

Right, might better to take this into an exhaust shop to have this whole system reworked. Seems more and more messed up the more I look at it.
Sometimes it's better to take it to a shop that can bend up some pieces then to try and cobble it together at home. with some off the shelf pieces.
