Probably not if you're not driving hard in a hot climate but, why delete it? It doesn't take up a lot of space.

I am going thru the electrical system and discovered a 1.2 amp drain on the battery. As I started to track it down I was unable to find the fuse box but I found this under the drivers side dash behind the parking bread. It looks more like a junction box. There were no fuses or labels.

Is this the 'fuse box'?

Nope, the fuse box is directly to the right of your parking brake release. Just pull the cover off it and you'll see it.

That's the convenience center. While checking for amp draw, pull those plugs one at a time until the draw goes away. That's your leaky circuit.

Having issue with a new HEI distributor ... there is no pulse from the tach terminal. Do I need to tie the batt terminal to a 12v source?

The HEI distributor could be faulty too.....
